Setting up to do a release

There are three steps to setting up your machine, repository, and stack for doing a release. These should be done in order by the appropriate personnel:

1. Get the release scripts (should be done by everyone)

2. Setting up your repository (should be done by repository maintainer)

3. Setting up your stack (should be done by stack maintainer)

Once you're all setup, you should be ready to do the release.
